I am in the process of refinancing my 86 Silvercrest mobile home which is located in a park in California where we own the property. I have been informed that the foundation is not permanently affixed and that I must contact a contractor who does this type of work.
It seems that there are more than one way to accomplish this procedure. One is much more expensive than the other. I have also been informed that I will not be able to sell or refi until this is done.

My question is: What are the options to having a manufactured home permanently affixed to the foundation and what is the approximate cost of each procedure and will either or both satisfy the building inspector with the State of Ca.?

I don't believe there is a generic answer to your question. I would start with HCD. I have dealt with HCD a few times and they answered my questions quickly, it may not have been what I wanted to hear but they did respond.

HCD = Housing and Community Development www.hcd.ca.gov, this agency regulates Mfg Housing in California.

An Ombusmen has been to my home site, & made his rulling. It was not untill, My Neighber, Sent a letter to the vice presedent, of owners. Stating. You are resposible TO FIX THE FLOODING ISSUE, REMEDY, THE LACK OF DRAINAGE,ONCE & FOR ALL. SHE SENT OUT A CONTRACTER, THE NEXT WEEK. THEN A SURVEYOR.

IT HAS BEEN AT LEAST 3 more weeks, & more rain, Means more flooding .I had previously, had dug a 4- 1/2 ft deep trench in the rear. It fills up,& over, then Under my MH! Am I supposed just, wait?? Are they really working on anything? They of course do not want to spend the money for any & all the work that needs to be done. I need a re-level too. Because, Of the flooding,saturation,4ft. deep has caused cement pillar to tilt.Rear, is lower.Anyone With any help. I am not sure the owners are really even going to attemt to resolve. How long is it ok, for them to keep putting this off??

1 - Why are you addressing this issue towards the owners association?

Is the community resident owned?

2 - What was the Ombudsman's ruling?

YOU did not say what state you live in. Each state has different rules about MH Parks. In some states where there is an Ombudsman system the rulings are non binding. If that is so you need to take that ruling to the next step prescribed by state law to force action.

3- Permitting your homes foundation to continue to fail could have serious consequences

The home belongs to you. While it sounds like you may be entitled to assistance by the park owner it is up to you to protect your home first and go for recovering your expenses. If the foundation blocks are being undermined and starting to move, get a licensed MH installer to correct the problem. .
