There IS a building code far more detailed than the one usually used to build stick built homes..If you had code complaints you should have filed complaints with the state agency in your state who handles the HUD complaints..HUD does NOT regulate quality of cosmetic items (they figure you as buyer have eyes for that).Health and safety items are highly regulated and there is NO time limit for claims..If you still have problems, you should contact them..
