As a general contractor specializing in remodeling and having been under more than my share of stick built and manufactured homes - I submit for your consideration the following:
There is much more to a manufactured home floor system then the I beams.
It is more important to examing the entire system, not just center support.
If the floor was designed adequately to be cantilevered off the center I beams, then yes the transverse system would probobly be best - on site.
If the main structural members of the floor system are the metal framing - and they do not extend to the perimeter - then the floor joists have to carry the entire load of floor, walls, roof, and live load.
Also to concider is the stress upon the system during transport - how will each design holdup without the perimeter foundation.
