roof and floor water damage repair

My 1990 Liberty MFH is leaking and has created the floors along and under the outside facing walls to become wet and sagging .The flooring is going to need to be replaced.The particle board is totally desinagrating due to moisture but it doesnt affect the rear or right side of the home.Just both bedrooms on either side of livingroom are affected.The livingroom wall has a bay window and their is no sagging or wetness under it but the front door flooring is needing to be replaced,as it has become soggy and soft.We are going on our 24 th day with rain and I have caulked every year and I am still getting moisture under my floors.
I am hoping to have a metal roof and siding put on in a month or so but i want to try to replace the particle board along my wall myself,before the man comes out.
But shouldnt the floors last longer than 10 yrs and my shingles are all curling up with grit under the corners causing water to come in.What is the average life of a asphalt shingle roof?I asked Liberty and they said Corning was the manufacturer.
Not to mention we have that siding that was faulty.
My home is pit set using concrete runners for a foundation and the ground is dry underneath.So I am assuming that the siding has been compromised with water absorbsortion,pulling the moisture into the home affecting the perimeter of these 2 walls which get most of the weather.I am going to wrap the home with a weather barrier and see it that helps.I read that since this is a MFH that L&I require a special permit to be approved BEFORE any work is done or else the home will not be allowed to be bought or sold in Washington State.

Most likely your shingles have a 15-year warranty, so at about 10 years your going to see some noticable wear. You could try filing a claim, but not hardly worth the trouble as they would give you a prorated amount -- meaning you'd probably be lucky go get $100 as no labor will be paid.

Partical board floors have only about a 10 year warranty. That's why you don't see class-action lawsuits on them, because many homes with problems are 10 years old or older.

Most likely moisture is coming thru your hardboard siding, or your roof. Sounds like you got your work cut out for you.
