Water level

When water level in toilet tank is set to fill to water level line it leaks into bowl thus
causing water valve to fill back to proper level.So i turned water off,let it leak down
till it stopped and reset float.Have changed everything in tank once,changed flapper valve four times,pulled tank off and checked for any problems,none found.
As long as water level is set about four inches below where it's supposed to be it works ok,except it doesn't have enough water to flush correctly,so you have to flush twice.Does anyone have any ideas as to what could be wrong.

When you had the toilet apart, did you replace the flush valve (the piece that the flapper attaches and seals too). That seal on the valve that will let water leak out when it gets old.

Yes i have replaced the float valve twice,and everything else four times with different brands.So far the only way i can get the water level set at the mark and it not leak is to apply a very small amont of pressure on top of the flapper,i mean
something like 1oz or a little less.
