under trailer leak

i believe that i have a leak the black linning under my 2000 cavalier home appears to have water in it and bathroom vent has water do you know what can be causing this if it is a leak how would i reattach the black linning under the home?

I have a '99 Cavalier, double wide and have had some problems with air duct vents holding water (in 2nd bathroom). After a slew of run ins with manufacture, state inspectors, etc. we have had to go out on our own, more expense to have it fixed the correct way. I'll just say this, for $ 69,000...we in no way, have got what we paid for!
