could vinyl siding be continued down to ground level being supported by steel or aluminum studs with built in ventilation and access areas in lew of skirting?

Yes, in various pockets around the country, they do this. I see a potential problem with this, if you live in a cold climate area and not on a cement slab. Frost heave plays havoc with regular vinyl skirting in a normal install and busted panels can happen. So Im not inclined to recommend this unless your on a cement slab. If you in a warm climate area and on cement footers and have no problems with the home shifting, I dont see why it cant be done. Tom
