What states have the fairest regulations of manufactured housing communities? We are thinking about getting back into developing communities, but times have changed in regard to regulation, and I was wondering if anyone had a broad knowledge regarding rent control, tenant rights, inspections, etc.

I am not sure it is a matter of which states have the fairest regulations as much as it is understanding the restrictions that various states impose upon you legislatively. Some more heavily regulated states are not bad places to develop, but have a different environment for operations. Other, less regulated states may make it easier to develop and operate, but the housing demand and economic climate are not good. I would encourage you to look at the overall picture everywhere.
