help starting buying MH with basement

How do I get started, my husband and I have a few loan options, but need to know where we can info. on putting a MFH over a basement on our own land? we live in Michigan and have seen it done but who do we contact to build our basement then put the MFH on it. And will certain areas allow this to be done or not? we would also like to get some adverages on total cost?
