the best thing to do is contact your county building department for the county you live in. Every county is different. I have never run into a county that requires it unless you are in a flood zone.

what does FHA say about a home that has everything in place EXCEPT concrete under the piers. There are solid masonry blocks in place, just not concrete? Should this pass in NC?

First they would say this home has to be inspected by a FHA approved inspector or engineer...They would probably say expect to finance with another source...Generally they will require poured below frost-line concrete footers under the piers...Same around the perimeter of the home with block underpinning...The piers most often have to be monitored or sure walled in place...Most often anchors if there have to be in concrete...

Ask your loan officer to recommend an inspector or engineer who is familiar with manufactured homes...Pay for an inspection and discuss any deficiencies with them...
