I noticed that the HUD code presents "permanent chassis" as the defining feature of a manufactured home, as opposed to the modular's removable chassis parts. A typical manufactured home blurs any distinction, and the only thing permanent is the chassis frame. Yet the HUD code keeps the definitions that even HUD doesn't use. The incongruity, I understand, resulted from market turf battles between NAHB and MHA. Anyone have any notions about that?

What is the focus of your question? The alleged turf battles? The construction codes? Or the permanent frame?

I really didn't understand your question, but modular homes are not built to HUD codes, they are built the IRC codes exactly like site built homes. A modular home is not modular because a it's removable chassis. The home has to meet many guidelines that have nothing to do with the chassis.
