"Can you explain a stress fracture and how they happen in transit?"

Stress fractures occur when the load shifts i.e. turning a corner, going over a hill etc, they also occur due to simplt starting and stopping.

"How common are they?"

Very common, all homes will have varying degrees of stress fractures during transit.

"Who is responsiible for them?"

When the home is "finished out" after set up the finish crew will be the ones responsible for taking care of the fractures. You should be able to do a walk through after the home is finished, at that time you can point out any concerns you may have.
