When they put up drywall there are seams where the sheets of drywall meet. They fill the seam with drywall compound and run a piece of tape over it ro hide the seam followed by two more coats of drywall compound, sand it and than it looks like a solid piece of drywall. Texture can either be compound in random patterns or sand which makes a rough finish. The reason to go with a finished wall (taped) is it looks better. The reason they texture a wall is to hide any imperfections in the taping process. A smooth finish wall will show any and all problems where a textured wall will not. The one problem with a textured wall is if you want to put up wall paper because you do not have a smooth surface to work on. If you know you are going to wall paper ask them to not texture that wall, then when you get the home be sure to first size the wall (a very cheap and simple process) than paper.

basically it a term used to signify sheetrock that is finished as in a site buit home, wall panel and batten is the prefinished seen in most manufactured homes and tape and texture is the term for finishing as a site buit with no visible seams
