Strapping down a home/Basement?

We are in the process of completing the specs for our MF home and have found that the dealer (Patriot) does not offer the option of using anchor bolts to secure the home to the walls of the basement. They use a metal strapping system embedded 7 inches in the concrete walls called ("Knat Sag #FA-2") and thier foundation print shows they are spaced every 6 foot. We have tried to get clarification as to how this works but so far no one at the dealership seems to know and their basement contractor is on vacation. Anyone have any experience with Patriot's strap down system? Is it structurally sound? We will be placing the home on a small hill in a area not far from a town that had a tornado last spring.

Also, does anyone have any suggestions regarding the basement's construction? They suggest 10 inch concrete walls with 2x6 16 OC framed walls on the walkout. Will these need extra reinforcing? We are particularly concerned with cracking since the walls will be receiving the weight of the house all at once instead of the gradual build that occurs with a stick built home.
