Purpose of stem wall

What is the purpose of a stem wall foundation on a ground set manufactured home? Is it worth the $9000 it's costing me? Is a concrete slab in conjunction with the stem wall overkill or not needed at all? I was told use concrete slab no matter what to keep the home from needing to be releveled all the time. My dealer told me slab was a waste of money. She said the 2' x 2' concrete pads under the stands would work just as good. It is pretty rocky soil.

I have a concrete slab under my home. If you can afford it go with the slab.
