i am hoping to buy a new dutch home i want to know can i have the bathroom and kitchen floor delivered unfinished so that i can install ceramic tile into it

You should be able to. Just make sure and lay a hardi backer down first before you install the ceramic tile.

It comes standard with vinyl so just rip that up before prepping the floor.MH don't glue the vinyl done it so it comes right up.

Typically, the vinyl floor covering in the bath and kitchen is installed by the manufacturers so they comply with the code requirement that these wet area floors be protected from water.
You need to request that they water proof the decking under the vinyl, or you need to do that.
Please know, that ceramic is heavy and could cause your floor decking to dip in between the joist.
The decking and joists are not designed for this much additional weight
