mod vs double vs mh

I am a RE Agent in Michigan trying to sell a home that the owner was told when he purchased it that it was a MH. The buyer's inspector insists it is a double wide.
It was purchased and put on a poured concrete crawl in 1999. There are tags on each section of the home. The interior walls are drywall. I would have originally called it a modular.

What is it and how do I tell the difference?

If it has a red tag on each section outside it is a manufactured home, not a modular home.

We have just purchased a home that we thought was a modular when delivered it was actually an "off-frame doublewide". The only difference in the two are the HUD labels and the metal frame. With the HUD lables if there are any problems there is much greater legal recourse.
