Painting over paneling

We want to paint over our walls. We have paneling instead of tape and texture. i was told that if you paint over paneling without sanding the paint first, it will chip off. Our walls are painted white and I'm not sue wether paint is covering wall paper or paneling. Also, I have heard of people installing sheet rock and guttting out the paneling. Is this procedure as complex as it sounds?

I usually clean the paneling with 'gloss-off' then apply the right primer. This video can show you first-hand how its done.

You can paint over almost everything including plastic.
What you need to do is remove oily substances on the surface to be painted. Make sure the surface is thoroughly clean of dust etc. then apply a good primer, like Zinzer Wood Primer, before you apply your final two coats.

What if I wanted to change dark wood to a lighter shade. There's no need to sand off old color? Just clean, apply wood primer and paint?
