thermal top roof

We viewed a home yesterday (built in 1974) that has a thermal top roof, which the owner put on a few years ago.
Does anyone have any advice on whether this is a good thing or not? I've never heard of this before!

Mary, these types of roof's tend to be installed regionally using different materials and or brand names. So without knowing what its made out of, makes it sort of tough to comment on. If you have a weblink to the brand name of the material it would be of great benefit. Tom
