Hiring a Contractor

I have received a bid for tree service from a gentleman that has a local business license and insurance, however, he does not have a contractor's license. Under the California State License Board, In the Speciality License section he falls under the classification of D46 Trees. He told me that if the job does not exceed $500.00 he does not need a contractor's license. Is this true? I have checked with the BBB and he has a clean record.
Your assistance regarding this would be greatly appreciated.

Boy, wish I could help you. I am not an attorney, nor am I familiar with California state law. I would ask the BBB if he needs a contractor's license - or your insurance company.
