Concrete Pilings

I would like to purchase a manfiactured home and place on concrete columns. I understand that the first floor is going to have to be 10' from the grade according to FEMA. Do I need pour columns or can I use concrete block, and will this make my project unaffordable? I do not have $20k to put into a foundation. Thanks.
