How do you make water jugs

How do you make water jugs and how do you use them my husband is trying to level a double wide its been there about 10years and it looks like its sinking in one corner can you level the 1corner or do you have to level the whole trailer the ground is wet in that corner any suggestion would be greatly appreciated
