U/O value

I am wanting to relocate my home to another state with a different U/O Value Zone. All other things are equal for the two states- roof load and wind rating. What exactly is the U/O value and how does it affect the home on a daily basis? Is there a way I can make my zone 1 U/O value home zone 2 compliant?

The U/O value,is similar to R value for insulation, however, it takes into consideration the insulation, the square inches of window glazing etc. The country is divided into three Thermal Zones I, II, III. Putting in a little extra insulation, does not do the job. Other factors are in play, when going to zone II. There is a different requirement for a ceiling vapor retarder, that can not be retrofitted. Storm windows are another consideration. When a building inspector checks the home at time of set up, this should be his first item of concern. Does this home have the correct Thermal Zone? If the inspector is knowledgeable, and does his job correctly, this home will not be approved for installation, with the incorrect zone.
