Pendragon is right. The alarm he mentions is readily available and is oftem sold as a travel alarm that can be temporarily attached to a hotel/motel room door. Chaining or dead-bolting a door can void your fire insurance. Chaining a child to a bed can void your liberty (they lock YOU up!). The parents need a little help, if they are asleep at 7 AM while the little kids are up and active. There are worse things that they could do besides going to Granpa's house.
