4 wire service hook up from pole to fuse panel

I read nothing about a mobile home in a park. In the original post all I saw was 4 wires from pole to main.....

However, if that is part of the equation, I would agree with the last post that the neutral floats in all sub-panels after the main

Arc Fault breakers should be standard code for all manufactured homes. No exceptions.
