Does anyone know what the HUD Spec. is for exterior doors and window headers?  I know that a double or triple header is best but I am hearing that HUD only requires a single header.

You are looking at this kind of backwards. 
HUD only requires that the manufacturer design a home that will carry the roof snow load (and dead load) for a specific area. With that said, for most of the country, the manufacturers must design a home that can carry 20 PSF snow load.
Most manufacturers have designed side walls that when gypsum is glued and stapled to the studs, will work with a 2 x 4 laid flat to act as a header for windows up to 46" wide.
