Tie downs

I have purchased a home in Winter Haven, FL Looking for someone to add and or replace tiedowns.

Also does anyone have the name, address of the state program that helps w/tiedowns and anchoring carports

Last question: If I want to get rid of the "battens" and then paint the boards can someone help
