HELP - Private senior comm,big rent increase

Hello.

I am in a privately held senior mobile home community in San Diego and our rent, based on our lease has increased every year
I have been here (6 years). This year they did some major renovations to the park (paving=$291,000); had a water main line break
($41,000) and are trying to pass these costs on the the residents over a 2 year period ($69)/a month increase.

What can I do and who can I contact to find out how to fight this? Living in a senior community with about 300-400 homes, this
increase is ridicilous to those on a fixed income?
