Water under kitchen in belly wrap

Hello;
We had the water line under our kitchen sink repaired last year the plumber left a sizeable uncovered cut in the kitchen cabinet floor that I had not seen, g/f had replaced all the stored items there after the job was done.
Our drain had backed up, was blocked by the dishwasher outflow line, and today I find there is a lot of water under the cabinet in the bellywrap.
I think there are 2 ways to deal with this but not certain the best route.
1. Vacuum out all the water and the wet insulation.
2. Cut the belly wrap around the water and pull all the insulation out from underneath.
I'm not sure either of these will be the "best solution". I'm not positive I could vacuum out all the damage, water and soaked insulation and not certain I could properly repair the section if I cut it out so that it is an air tight moisture barrier again.
Ideas?
