My mother lives in double wide mobile home, and the floors are all weak around the heating ducts. It is setting on a foundation, there isn't a moisture barrier on the ground. Could the floor damage have been caused by condensation?

Yes... but the condensation is most likely from the ducts not from the ground. You may need to replace the decking around those ducts where it is weak. Use Plywood and you will not have that problem again.... you can paint the floor around the other ducts and any decking that is exposed inside the to avoid more of the same
