Tear off or put 2nd set of shingles on roof

We have a 2002 Dutch home 32x80 with an attached garage on a full basement. We have lost a lot of shingles on the south side roof over the years and it has started loking pretty bad. We just lost some more last week after the storm down to the paper.
My question is can we re-roof over the original shingles or do we have to tear it all off and start over. The roof has 7/17 OSB, 2x3 trusses, and is rated at 30PSF. I think the dead weight is 10 lbs, but I am not sure. We want to be safe about it but I do not know if the roof can handle the load bearing weight of another row of shingles? I called the county but they will not get involved in a HUD home or offer any help. Can someone please advise if we can re-shingle over the original ones or do we have to tear it all off and start from scratch???
