Bowed Floor Joist

My Home was built in 11/04 and sometime after I moved in I discovered part of the kitchen floor to be slightly dipping. I had the dealer come and take a look and the guy tighted something under the house and it improved slightly. He said that was all he was able to do and to see how it worked out for me. Now a few months later the slopping floor it getting on my nerves. I have a china cabinet against that wall and every time we walk by the cabinet rattles because the floor is not even. I called the dealer to say that this needs to be fixed and as the woman was reading the notes about the last visit it said there was a bowed floor joist. What exactly does this mean and what will need to be done to correct the situation?
