tape & texture walls? how does one remove panels?

We have a 1974 double wide that has paneled walls which were all painted white by a previous owner. Several walls have wallpaper, most of which we don't care for.
I read in previous posts that people "take down the panels" and then add primer, etc. and then paint, and it looks like regular "house" walls.
I don't understand taking down the panels. They look pretty solid and part of the wall. Can't one just add something in between the panels (like spackle?) to make it a smooth surface, then primer, then paint?
If not, how on earth does one take down the panels?
