ceiling rafters broken

We had a leak in the living room. The ceiling was sagging. When we tore out the ceiling we found that some of the rafters were rotten and broken away from the wall. We thought about building an entirely new wall around the living room inside of the old wall and using 2x4's as rafters; totally eliminating the old 1x2 rafters. This would be quite costly and would also bring down the ceiling by 4" which would make for quite a low ceiling. Any suggestions? Thanks!

I would sister a new board alongside any rotten or broken boards. This may involve tearing out quite a bit of the ceiling, but probably no more work than what you were originally thinking and you don't end up with a lower ceiling.
