Please Help, Vinyl skirting

I have a 95 mobile home that when we moved in a few years agao we paid someone to put the skirting on. Within a year the skirting keeps coming down. We have tried to fix it but to be honest we have no ideal on how to fix it. We live in a trailer park and the managment is getting mad because its not fixed. Please can someone tell me how to fixed it and what kind of materials I will need. It has like molding strips that nails go on the bottom. Someone said there is hooks on the skirting at the top under the home that it would just need to hook the top part of the skirting to that. Is that right? Sorry but like I said I have no ideal. I cannot afford to pay anyone to fixed that for me. Thanks to all who replys. Thanks a million. Billie41
