can you put linoleum on top of this floor and what about ceramic tile or do you need a sub floor?

I guess it would depend upon the condition of the floor itself. If its in good shape and appears even, then you should be okay. Not in good shape, then maybe a self leveling compound would work or even thin underlayment. Usually the flooring you buy will have recommendations on what to use. Tile is not recommended on MH floors due to the shifting and movement that go on. If you were on a permanent foundation, on a cement slab then it might be okay, but you still may have regrouting to do periodically.

I don't know what decker board flooring is, but the correct underlayment will be required for any type of vinyl flooring if the warranty is to be valid.

Good luck!
