Are there any written standards as to what "level" is? or what constitute a home to be "out of level"?

None that are written that Im aware of. I do believe this would be categorized (And I hope Tracy will jump in here with his opinion) as done to a personal standard. In other words, its basically left up to each individual doing the leveling.

From what I know, most will tell you you dont need to relevel if your within a quarter inch at any point on the frame. Tom

Bobby, according to HUD "level" is +/- 1/2 inch the entire span of the home. Its in writing.
