I would like to attach a garage with an apartment over it. What is the best way to do this without worrying about it detaching due to mobile home settling?"
Depending on the location of the home (area), how the home is currently set, and the structure of the home will be the starting point for your question on attaching the addition. So many variables that any advice here could be very wrong advice.
Check with the local building dept to start to see what the requirements/restrictions are.
The garage and apartment can be built by any qualified contractor once this is done.
