painting

Hi, We are in the process of buying a 3 year old doublewide. The walls are really in need of painting! Do I need to prime the walls first? If so, how? I have heard that you could take a piece of sandpaper and lighly go over them and then wipe off with a damp cloth. Then another friend told me that I didn't have to prime them. The walls are white now ( well, I guess they are a dirty white). We would like to paint the ceilings and walls before we move in. Any ideas? Plus, we will be buying our paint from Wal Mart. We found that if covers very well in the house we are renting and it is a good value. Plus the kitchen cabinet doors are scratched up bad, can I re do these? Or will I have to buy new doors? Please let me know any ideas any of you have.
