Roof eves problems

I have a 1973 manufactured home that was built in St. Louis Michigan. The home is still located Michigan,thus my problems. I believe that this home still has its original shingles and a 3-12 pitch. My problem is the eves are sagging in areas do to ice build up. I was told that when these units were shipped that they would fold up the eves so they didnt stick out. The hinge point seems to be a week area and now my eves are wavey up and down the length of the house. Can someone please tell me the best way to fix this problem. Do I pull back the shingles and put rigid sheet in in place of the hinge? Do I put the sheeting in over the hinge? Do I just tear the eves off and replace with something different?I have even entertained the thought of placing 5 or 6 gussets under the eves on each side to hold it back up. It needs to be reshingled and nobody will do that till the eves are fixed. As well nobody in my area seems to have the answer or want to fix the problem.

This is a tough call on how to approach this. A suggestion, and I only mention this because this person is experienced in older home mods.
