Moisture

My 1999 doublewide was installed properly. There was no vapor barrier placed on the ground undeneath the home. The grading was poor, water goes under the home. My idea is to install drain pipes around the house to handle the water. Is this over kill or is there another way.

That is a great idea. Here is what I would do:
1. you do want to put a 6-mil vapor barrier down. You won't be able to get it under the blocks, of course, but you certainly can get it all around the blocks.
2. Have a load of drain rock delivered. This is river pebble, rounded, 2" and smaller. Get perforated plastic pipe - here it is $49. for 100' with a filter sock installed. After you lay the pipe, cover it with drain rock (will help in the long run).
See if you can get that setup crew to do the vapor barrier for you - Seems to me they sure ought to have done it - code probably requires it. The drain part, you're likely on your own. I did that at my place - well worth it for the peace of mind.
