gain access underneath home

I would like to install a phone line in another part of the home. I need to gain access underneath the home, and It is all bricked in. Supposedly you are supposed to remove these screened in sections that are spaced within the bricked area, I removed the screws but they don't come out!?!?!

they seem to be caulked in. There is one area back by the air conditioner that is all aluminum, but I can't remove that either?!?

The home is a 2002 Palm Harbor Manufactured Home.

There MUST to be an access door under the home..I think it is the aluminum area you mention..They usually have some kind of latch that unlocks the door..You might go by a Home Depot and find a foundation door that looks like yours and see how it works..

Mine is on the right side of the door..the latch has a small "handle" that you have to get hold of with a screw driver..It lifts forward and up..releasing the latch mechanism and the door is hinged...some are not hinged and completely come out..Good Luck

Even though it seems like it would be required by building codes, I often see homes that apparently had the skirts installed with no intended access point.

What about those caulked in screens? Does the caulk have any other purpose other than a tidier appearance? For example, in new homes, outlet covers (electrical, phone etc.) are often caulked for appearances sake, even though the covers are designed to be removeable. If there is no other access for some reason, and it wouldn't do any harm, try slicing the caulk, and then removing the screen.
