By "old stripes" do you mean batten strips? Batten strips are the little inch wide or so strips that cover the gaps between the sheetrock panels.
One way to take care of the problem is to carefully remove the batten strips, wrap them in the new wallapaper, then wall paper the walls. Or, you could tear off the batten strips, mud the cracks and then wallpaper the walls and forget about the batten strips. Whatever you do, make sure you use the proper glue, or prep the walls properly. They make a special glue for sticking onto vinyl covered walls. If your wall apaper is prepasted, you'll probably have to prime the walls first. Your local wallpaper retailer can give you the exact details on what you need for your home.
