Condensation

HI Everybody,
Glad to have found this forum. Hopefully somebody can answer my question for me. I live in a manufactured home. It is a very rainy wet climate with mild winters. The winters are there though and when it happens, we have some condensation issues in the ceiling.
I have been trying to fix it for 5 years, googled many things, spent a lot of money on trying to fix the issue.
I want to try tearing my ceiling out and adding insulation as I don't think it is property insulated or ventilated. My original thought was to rip everything out, then glue some sort of insulation directly to the metal for a thermal break.
Then I want to leave some space for ventilation, I think the minimum is 2 inches or so. Then I want to add insulation then vapor barrier.
I am questioning whether I need to add insulation directly to the metal. This is mainly because I ripped a bit of ceiling down today to see if the material would stick with construction adhesive, and then I found this cardboard like material that was sitting on top of some insulation it was warped and probably blocking all the ventilation that should have been going through. I don't think I have enough room for a layer of insulation, then a layer of space, with another layer of insulation.
I am feeling very defeated with this ceiling/roof mess. Can anybody shed some light on what I can do? Other than tearing the roof off. I still need to tear the ceiling down to get rid of whatever this cardboard material is. It looks as if it might be blocking the little airflow that is there.
