Much of the insulation and underbelly had to be removed from purchased mobile home. Has anyone just gotten rid of all that old insulation and built an insulated crawl space.

Yes I have done it many times and work well if done right. Seal it tight, perimeter insulation and good well sealed vapor barrier on walls and ground.

IMO I would avoid laying insulation on the ground instead of up between the joists. If you do , don't forget the vapor barrier and imagine having to crawl over that insulation when service was needed..
