Insulation wet/hanging underneath the floor's exterior

Hi.
Just purchased a new mobile home (2014). Two months following the closing as well as the pre-sale "inspection", I noticed the following after having crawled underneath the mobile home.
The visqueen was hanging. I poked a very small hole and not only did water begin to drip but, the insulation is obviously wet and sagging.
Will you please offer the possibilities and where to begin. Noted today, while standing inside (middle of the home/to one side) the floor has a squeak.
