cold air coming through ceiling-wall joint

I am painting a 30 yr old home that has never seen paint. While doing so I am feeling cold air coming through the ceiling-wall joint. Should I seal this and if so, with what? In trying to research this I found a web-site that talked about some other areas where there may be air coming through, but it said they should not be sealed tight to allow for some air flow. The question is, to seal or not to seal the ceiling-wall joints - can anyone answer this?
