I am redoin a singlewide and there is no plumbing in it at all anymore. I need to know if I can run Pex on the outside if the structure on the belly.Also the compression fittings for pex are they reliable or do I need to invest in a crimper

I need to do a relevel on it and premiter blocking at the doors. I know the blocking is 16" min where I am. But Is the 16" min from the frame to the top of the base pad or to the ground?

The minimum height of the foundation piers is set by the local code and you will have to refer to the local building authority for that. Sixteen inches is not very high off the ground. I would go a minimum of a pad block and 2 eight inch blocks to the shims. Even at that and you will probably have to do some digging to work under the home. You can run your plumbing below the belly wrap but if your in a part of the county where you get freezing temperatures in the winter you will have frozen and broker pipe problems every winter. It is generally best to put your water lines on the warm side of the insulation.
