bathtub faucet very hard to turn on

Hi, I have a 12 yr old double-wide, new to me since just April. Both of the bathtub faucets are very difficult to turn on, especially for my elderly father. I am afraid if I crank on them too hard the wrong way, something is going to break. They both are 3 Valve Tub Faucet & Shower setups. Do you think I can replace washers to make the knobs turn more easily, or should I replace the whole faucet system? Thanks!
