'sealing' pet odors in particleboard

Hi, I recently bought and blocked up an '85 14X60 MH and have removed the carpeting and padding. In addition to repairing some soft areas under a few windows, there are pet urine stains on about 25% of the floor area (these areas are still solid and not soft). After getting the old carpet out, the odor is much less noticeable but it's still there. My plan is to sand the stained areas, then put down a few coats of BIN shellac-based sealer. Is this an effective method to kill odors in particleboard? Or would it be better to replace all the affected areas with plywood before installing new carpet?

Most likely sealing it would do the trick -- but 25% of the area? Might make me scratch my head. No catbox needed in that house, eh!

Thanks for the advice. I'll coat those areas with BIN, then let it sit a few days with the windows closed and see if the odor goes away. If it works, it sure beats buying plywood! Prices on exterior 3/4 ply have really increased over the last week at the local Lowes store.

Sealing worked for us - we used Kilz - but same deal.
